How fluency works
A teacher reaches fluency when they rate their confidence at 8 or higher on a 1–10 scale. This means they can implement the strategy consistently and adapt it to their classroom context.
Verification process
Fluency is verified through classroom observation by a site leader, instructional coach, or a certified teacher leader — a peer who has reached verified fluency in 5+ strategies including the one being observed.
